In May 1983 Mrs Thatcher won her second general election victory. Liverpool elected a Labour council that vowed to be different, refusing to set a budget that would hurt the poorest. At first wildly popular, the scene soon became set for a battle between the city and central government that would shape the future of Liverpool.
